Executive Summary
Senate clears the conference report on the "Medicare Prescription Drug & Modernization Act of 2003" (HR 1) in a 54-44 vote Nov. 25, following House passage Nov. 22. Some Democrats, including Senate HELP Committee Chairman Edward Kennedy (D-Mass.) continue to oppose the bill.
