Executive Summary
Federal Trade Commission recommends Congress pass legislation requiring Web marketers to notify parents and obtain consent before collecting personal information from children 12 and younger. In its June 4 report to Congress, the commission found 92% of the 674 sites surveyed collected personal information. Of those sites, which included 120 "health" sites and 123 "retail" sites, only 14% disclose how personal information may be used.
