"No member shall distribute medicine samples to consumers, issue coupons/vouchers relating to the supply of samples from any retail outlet or advertise the availability of samples from any retail outlet," the consumer code, published April 24, states. Founded in 1919, PAGB is the national trade association for OTC drug and food supplement manufacturers.
