Executive Summary

Access to Medical Treatment bill: S 577 introduced by Sen. Tom Daschle (D-S.D.) on April 15. Under the measure, patients could "be treated by a health care practitioner with any method of medical treatment such individual requests." S 577 is identical to the version of the bill introduced by the senator last July that died in committee ("The Tan Sheet" July 14, 1996, p. 15). The bill is a near-identical companion to HR 746, which was reintroduced by Rep. Peter DeFazio (D-Ore.) on Feb. 13 ("The Tan Sheet" Feb. 17, p. 15)...
