Executive Summary
Consumer Product Safety Commission publishes proposed rule requiring child-resistant packaging for "mouthwash products with 3 g or more of absolute ethanol per package or retail-sale unit" in the May 11 Federal Register. CPSC said a final rule would become effective 180 days after publication or May 1, 1995, whichever is sooner. The commission cited an NDMA/CTFA voluntary mouthwash CRP program that goes into effect on May 1, 1995 and noted that "even the few packagers of mouthwash products...that are not participating in the voluntary program should be able to implement CR packaging [by May 1] without serious adverse economic effects." NDMA told CPSC it expects "full" voluntary compliance by May 1 ("The Tan Sheet" April 25, p. 3). Comments on the proposal are being accepted through July 25
