Executive Summary
Grocery Manufacturers of America is one of 30 groups protesting additional FDA user fees in a Feb. 16 letter to Rep. Richard Durbin (D-Ill.), who chairs the House Appropriations/agriculture subcommittee. The Clinton Administration's fiscal 1995 budget for FDA assumes $228 mil. will be raised from new user fees. The letter maintains that user fees will serve as "a tax" that ultimately will be "borne by the consumer." The letter also is signed by the Cosmetic, Toiletry and Fragrance Association
