Enrollment in directly-marketed discount cards appears to max out at about 25,000 per sponsor as of the launch date for discounts. Most of the 2.9 mil. seniors enrolled in cards are from the Medicare Advantage program. "Hundreds of thousands" of low-income seniors are also in the process of enrolling, HHS says.
