Former New Jersey Rep. Franks (R) named president of the pharmaceutical interest group HealthCare Institute of New Jersey, effective Aug. 1. During his four terms in the House, Franks co-sponsored legislation to extend the patent life for Schering-Plough's Claritin. Schering, Pfizer, Merck and Novartis contributed to Franks' campaigns, including his unsuccessful bid for Senate in 2000. Franks succeeds William Tremayne, who is retiring. The HealthCare Institute is chaired by Merck CEO Ray Gilmartin
