MEDICARE OUTPATIENT Rx REIMBURSEMENT CUTS ARE AMONG 10 ADMINISTRATION PROPOSALS for legislation addressing Medicare "fraud and abuse." President Clinton's fiscal 1999 budget proposal to be submitted to Congress in February "will eliminate overpayment for certain drugs by making sure doctors receive no more and no less than the price they pay for the medicines they give to Medicare patients," Clinton declared during his Jan. 24 national radio address.
