FDA TOBACCO REGULATION: RESOURCE ALLOCATION QUESTIONS RAISED by former FDA Special Assistant for Investigations James Phillips in a recent letter to the House Commerce Committee. Phillips joined FDA in 1991 from Sen. Hatch's (R-Utah) staff, to which he returned after leaving the agency in July 1994. He is currently on the staff of Rep. Bachus' (R-Ala.) Banking/General Oversight & Investigations Subcommittee. During Hatch's tenure on the Labor & Human Resources Committee, Phillips served as chief minority investigator and director of oversight and investigations.
