NICKLES/REID SENATE BIPARTISAN REG MORATORIUM SUBSTITUTE SET FOR FLOOR DEBATE March 27. Sen. Nickles (R-Okla.) will offer the substitute in the nature of an amendment to Sen. Roth's (R-Del.) "Regulatory Transition Act," (S 219). Co-sponsoring the bill is Democratic Sen. Reid (Nev.); supporters include Republican Sens. Bond (Mo.) and Hutchison (Tex.). A vote has not been scheduled.
