Discounts for volume purchasers are allowed, the law says, "if the discounts are justified by the economies or efficiencies resulting from the volume purchases and the discounts are made available to all purchasers and wholesalers on proportionally equal terms." In addition, "a manufacturer must offer rebates, free merchandise, samples and similar trade concessions on proportionally equal terms to every purchaser and wholesaler," the act states.
