Executive Summary

Sens. Mike DeWine (R-Ohio) and Ted Kennedy (D-Mass.) reintroduce legislation to give FDA authority to regulate tobacco products March 17. The Family Smoking Prevention and Public Health Protection Act would place the sale and marketing of tobacco products under FDA's purview and require manufacturers to list all ingredients and use more explicit warning labels, among other provisions. Sen. Tom Harkin, D-Iowa, announces Feb. 15 he co-sponsored a bipartisan bill with Sens. "Family Smoking Prevention and Tobacco Control Act" (S 2974) survives the Senate, passing by unanimous consent and moving to the House Oct. 10. The bill, introduced by Sen. Mike DeWine (R-Ohio) and co-sponsored by Sens. Ted Kennedy (D-Mass.) and Jim Jeffords (I-Ver.), was originally included as part of the $140 bil. American Jobs Creation Act.
