Executive Summary
Bill allowing OTC access to emergency contraceptives moves to full Senate after clearing Committee on Education & Health by 11-3 vote with one abstention Jan. 31. SB 623, sponsored by Sen. Warren Barry (R), would establish procedures whereby a physician may authorize a pharmacist to dispense ECs without a prescription. Bill is identical to HB 1263, introduced in House Jan. 18 by Del. Viola Baskerville (D), where it awaits vote by Committee on Health, Welfare & Institutions. Measures are the same as bill introduced by Baskerville last year that failed to clear conference after Senate, House disagreed on parental consent clause amendment (1"The Tan Sheet" Feb. 5, 2001, p. 13)...
