TOBACCO SETTLEMENT PUBLIC HEALTH PROVISIONS IN JEFFORDS BILL would be merged with Sen. John McCain's (R-Ariz.) settlement bill (S 1415) under the Senate leadership's current plan for the legislation. A March 18 mark-up of Sen. James Jeffords' (R-Vt.) tobacco settlement bill (S 1648) was cut short by debate among members of the Senate Labor & Human Resources Committee. Further mark-up of the bill is not expected. As introduced, Jeffords' bill contains a detailed outline for funding states' "science-based" smoking cessation programs ("The Tan Sheet" March 9, p. 12).
