REP. COBLE PATENT BILL PASSES HOUSE APRIL 23 WITH ADDITION OF KAPTUR AMENDMENT that exempts small businesses, independent inventors and universities from publication of patent applications until after the patent is granted. Under Rep. Howard Coble's (R-N.C.) HR 400, all other patent applications would be published 18 months after filing, which proponents state is needed to bring the U.S. patent system into accordance with international norms and end "submarine" patent abuses in the current system ("The Tan Sheet" April 21, p. 21).
