"Clearly...the percent absorption" criterion listed in the sunscreen tentative final monograph is an "inappropriate specification for defining a sunscreen," the Cosmetic, Toiletry and Fragrance Association asserts, since "notable" information regarding the method of measurement for the absorption rate is not included.
