Executive Summary
NIH PROGRAM OFFICES WITHIN OFFICE OF THE DIRECTOR MAY BE UNNECESSARY and overly bureaucratic, Rep. Ernest Istook (R-Okla.) suggested at a House Appropriations/HHS Subcommittee hearing on April 25.
