FDA UNSPECIFIED USER FEES ABSENT FROM CLINTON FY 1996 BUDGET request for the agency. Released Feb. 6, the budget includes user fees for prescription drugs, medical devices, mammography and import programs but no unspecified fees geared toward general deficit reduction. President Clinton's fiscal 1995 request contained $228 mil. in unspecified fees that were to be collected from "industries other than prescription drugs, medical devices and mammography...that benefit from FDA activities" ("The Tan Sheet" Feb. 14, 1994, p. 10).
