Executive Summary

Nonprescription Drug Manufacturers Association submits comments to Consumer Product Safety Commission in support of CPSC's May proposal to require child-resistant packaging on mouthwashes containing 3 grams or more of ethanol ("The Tan Sheet" May 16, In Brief). NDMA said, however, that it "strongly opposes" an effective date before May 1, 1995, the effective date for full compliance of its voluntary CRP program. NDMA maintains that "any implementation dates based on a final rule published on or before Nov. 2, 1994 would not be as effective in achieving as complete a market penetration" as through the voluntary program. CPSC stated in its proposal that the CRP rule would go into effect 180 days after publication of the final rule or May 1, 1995, whichever date comes first
