Conference report (HR 2243) is adopted by the Senate on Aug. 11. A conference report reauthorizing the Federal Trade Commission was cleared by the House in July ("The Tan Sheet" Aug. 8, In Brief). The measure is now awaiting the President's signature. The bill would give FTC authority to regulate "unfairness" in advertising that is likely to cause "substantial injury to consumers" for the first time since 1980
