FDA "SOFT" HIRING FREEZE ALLOWS ONE HIRE FOR EVERY THREE DEPARTURES of staff from the agency. The "soft" freeze, which went into effect the week of May 30, affects all sectors of the agency except for the Office of the Commissioner. A "hard" freeze restricting any new hiring is in effect at the commissioner's office, with the exception of three areas -- the General Counsel's staff; the Office of Internal Investigations, which is currently being established; and support personnel for user fee-related activities, primarily in the Office of Financial Management.
