FDA issues two final rules in the Feb. 16 Federal Register that amend the color additive regs to permanently list FD&C Red No. 40, FD&C Blue No. 1 and their aluminum lakes as safe for use in drugs and cosmetics intended to be used in the eye area. The regs will go into effect March 18. The color additives already are permanently listed as approved for use in foods, drugs and cosmetics not used in the eye area
