Executive Summary

Colgate-Palmolive and Procter & Gamble are developing triclosan-containing dentifrice products. P&G reputedly had planned to introduce Ultra Protection Crest in the U.S. in 1991 but canceled the launch when informed by FDA that the agency considers the product a "new drug." P&G is believed to be conducting safety studies at the request of the agency. Colgate- Palmolive will not comment on its application for Total toothpaste. FDA is understood to have been underwhelmed by initial filings in this product area.
