Executive Summary
HHS Secretary Shalala informs OMB Director Leon Panetta in a March 29 memo that she has "reviewed and approved for publication in the Federal Register" FDA regulations and documents that have been on hold at OMB since January when Panetta put a hold on pending federal regs until Clinton Administration officials could review them. FDA sent OMB a list of 30 regs pending publication that included some OTC drug monograph final rules. Shalala also authorized future publication of regs not subject to the "Reservation of Authority" or her personal review.
