PhRMA HEALTH POLICY HEAD HAS HEALTH SYSTEMS BACKGROUND: STEVEN COLE, formerly VP-health financing and research at the Federation of American Health Systems, will join the Pharmaceutical Research & Manufacturers of America as director of health policy, effective March 3. At PhRMA, Cole will "coordinate the association's policy development on health care coverage, reimbursement and related programs," PhRMA said. Cole adds expertise in areas that have been uncovered at PhRMA since the departure of Karen Williams in the summer of 1995. Williams became the president of the National Pharmaceutical Council in September 1996.
