Towns (D.-N.Y.) suggested at a June 15 House Commerce/Health Subcommittee hearing on the Vaccines for Children federal vaccine purchase/distribution system. Towns said free vaccines are "unlikely to make a difference" in poor urban areas with low immunization rates. He estimated that VFC may cost up to $800 mil. in FY 1996.
