BLOCK GRANTS WOULD BE DETRIMENTAL TO ARIZONA AND TENNESSEE MEDICAID programs, state administrators maintained at a March 23 Senate Finance/Medicaid Subcommittee hearing on Medicaid demonstration waivers.
