During 1991-1993, Booth was legislative director for Rep. Hoagland (D-Neb.). She worked the previous 10 years for former Rep. Walgren (D-Pa.), including as deputy staff director for his House Energy and Commerce/Commerce Subcommittee. Prior to working on Capitol Hill, Booth worked in the then-HEW and in the Education Department.
