FDA FY 1992 appropriations

Executive Summary

House-Senate compromise clears the House Oct. 8 and now awaits final Senate action. Bill allocates $ 759.9 mil. for FDA in fiscal 1992 but $ 188.8 mil. - an amount that would have come from user fees under the Administration's budget plan - would be provided only if the Administration submits a specific appropriations request ("The Pink Sheet" Oct. 7, T&G-1). The conference report says the legislators are "disheartened" that HHS and the White House "continue to resort to budget gimmickry by claiming fictitious user fees as part of the FDA's annual budget request". . . .
