"I'd like not to go to user fees; I just see [the concept] as another tax," the senator (R-Utah) told the House Oversight Subcommittee at a June 5 hearing on generic drugs. However, he continued, "to revitalize FDA is going to cost billions of dollars over the years ...and somehow or another with our budgetary problems we are going to have to raise those monies in some way, so I'm certainly open to look at any approach".
