Executive Summary
FY 1991 budget resolution containing $624 mil. for FDA passed by the House of Representatives May 1. The allotment, which is set at the level needed to maintain current services with an update for inflation, does not assume any revenues from user fees. The Senate Budget Committee approved its budget resolution May 2, but did not include a specific FDA figure nor a position on user fees. Thus, those issues would be decided by Appropriations and Labor & Human Resources Committees. Resolution provides a general framework for spending by other congressional panels.
