Former Quad exec Dilip Shah

Executive Summary

Sentenced on Sept. 13 in Maryland federal court to 18 months in jail and two years probation and fined $ 250,000 for giving illegal gratuities to FDA Generics Drug Division reviewers Charles Chang, David Brancato and Walter Kletch. Presiding Judge John Hargrove suspended all but 60 days of the jail sentence, a work-release program, but will require Shah to perform 12 months of full-time volunteer work for the American Cancer Society. Shah paid a total of $ 23,000 to Chang, $ 8,000 to Brancato and gave Kletch two $ 500 gift certificates. In July, former Pharmaceutical Basics exec Taj Matkari was given suspended sentence by Judge Hargrove, a $ 2,000 fine and 500 hours of community service for having paid an illegal gratuity to Chang.
