Agricultural appropriations bill that passed House July 24 contains additional $5 mil. for the agency, bringing FDA's fiscal 1985 budget to $392.4 mil. Figure is $10 mil. above the administration's request. Agriculture cmte. report specifically bars FDA from adopting user fees for NDAs and ANDAs and earmarks "not less than $3.5 mil." for orphan products. Of the $5 mil. supplemental, $2 mil. was added by amendment on the House floor to speed availability of AIDS diagnostic kits.
